I'm sure you're aware of the resonance the "feel" of this has with Blade Runner, Johnny Mneumonic, and perhaps the Fifth Element, as well.
Re-reading it, I suddenly remembered this Claude Van Damme movie called "Cyborg", post-apocalyptic, post-plague, etc. B-movie and sometimes cheesy and all, but...it's definitely got its moments that make it oddly compelling for me. The cinematography is suitably grungy; there's some *very* painful fight/torture scenes-less because of being bloodily graphic than because of the way they hit that visceral nerve with blades or that particular victim, imo-and just enough romance to make certain character deaths...ah.
I think, given your interest in the genre of apocafic, you might take a gander at it, if you can find it in a rental store or somewhere. It would be good for moody-broody details.
