I think Bobby looks at it as giving Dean the best chance to recover. He knows how much Dean loves the Impala, so he'll bring it to him. But yeah. Bobby's kind of an asshole, but he's not entirely wrong. An unstable Dean is a dangerous Dean. But yeah. I think being caged would be the worst thing for Dean. He'd never survive long.
